Torrey McDonnell

Torrey is based in Wellington and has more than 15 years of planning and resource management experience across local and central government and private practice. He provides expert advice on growth and spatial planning, policy and plan development, resource consent applications, notices of requirement, and iwi and community engagement.

Torrey has particular expertise in policy analysis and plan drafting, freshwater and biodiversity policy, natural hazard management, and Māori planning issues. He led the full review of the Porirua District Plan, from initial scoping, stakeholder engagement, and evidence gathering through to provision drafting and expert evidence at hearings. His experience also includes broader urban growth and spatial planning such as future development and regional growth strategies.

Torrey has also advised central government on national resource management policy. His experience includes leading the development and implementation of national direction, including national policy statements and national environmental standards.
