Chris Horne

Chris has over 20 years of professional experience in resource management and planning in New Zealand. This has covered wide areas of planning practice with a particular emphasis on infrastructure and public works. This includes extensive experience in project strategy advice, site selection studies, designations and resource consents, including putting together teams of professionals from different disciplines and managing the consenting process. Chris has previously been seconded to the Telecom Group (now Spark and Chorus) as Environmental Manager. He also has significant experience assisting large infrastructure operators such as the NZ Transport Agency and Transpower with management of risks to their network corridors through RMA mechanisms.

Sunit is a Resource Management Consultant in Incite’s Auckland office. Sunit has graduated from the University of Auckland with a Bachelor of Planning (Honours) degree in 2013. He has worked on a range of projects including telecommunications, industrial activities and schools. He specialises in the preparation of resource consent applications, outline plans of works, site selection and feasibility studies, and environmental effects assessments.

Steph Taylor

Steph is a Resource Management Consultant who has recently joined Incite’s Auckland Office. Steph graduated from Otago University in 2016 with a Master of Planning. During this time, she spent a semester at the University of Helsinki, Finland to complete her planning degree. Steph specializes in the preparation of various planning applications, assessments of environmental effects, site feasibility studies and submission preparation.

Lindsay Daysh

Lindsay has over 25 years’ experience in all aspects of resource management with a recent focus on strategic and RMA planning for the infrastructure sector. He is an experienced team leader and planning manager involved in multi-disciplinary projects and has a comprehensive knowledge of large consent processes throughout New Zealand. Lindsay has strong and wide ranging general planning experience in a variety of roles including policy preparation. As an independent commissioner Lindsay also has extensive experience on a range of applications, both large and small, where he has sat as either the sole hearings commissioner or as part of a panel.

Tom is a Senior Resource Management Consultant and has been with Incite since 2011. Tom has seven years’ experience in the industry, and has been involved in a wide range of projects, primarily for infrastructure providers, including district and regional consent applications, Council hearings, district and regional plan policy, notices of requirement, strategy studies and iwi/community consultation. He is also fully familiar with large consent processes through assisting colleagues in Environment Court and Boards of Inquiry projects.

Hannah is a Resource Management Consultant who has recently joined Incite’s Wellington Office. Hannah has nine years’ experience, having worked in both central and local government, as well as in the private sector. During this time she has been involved in a range of work including the assessment of planning applications in New Zealand and the United Kingdom, presentation of evidence at council hearings and the review of district and regional plans. Most recently she has been involved in the policy development, drafting and hearings for the Resource Legislation Amendment Bill 2015.

Susan has over five years’ experience, having predominantly worked in central government, as well as in the private sector. During this time she has been involved in a range of work including the development of large scale roading infrastructure projects, community consultation, state highway access management, and the assessment of planning applications for local council.

Gary has over 30 years of professional experience in all aspects of resource management, with a particular emphasis on developing and managing resource consent applications, designations and AEE’s for infrastructure networks, large format retail and supermarket developments, retirement villages, and in policy development. Gary managed the development of an innovative Port Noise policy project which culminated in a national best practice award for Incite, from the NZ Planning Institute in 2012. Gary is an experienced Hearings Commissioner and is on the national panel of Development Contribution Commissioners. Gary sits on the National Board of the NZ Planning Institute.

Matthew McCallum-Clarkmatthew_mccallum-clark

Matthew has over 20 years of experience in resource management and planning in New Zealand, specialising in policy development, infrastructure and public works projects. Matthew has extensive experience in policy planning, particularly in leading policy development projects for both district and regional councils. His legal training assists with precise and concise plan and report drafting, with more robust outcomes.  He has completed many long-term policy development projects in natural resource management, particularly water allocation, nutrient management and water quality. Recent projects include leading the development of the Hurunui District Plan, the Canterbury Land and Water Regional Plan, and the Southland Water and Land Plan.  A particularly rewarding aspect of his work is mentoring and training more junior policy planning staff in the organisations he works with. He is also an experienced hearings commissioner, with chair endorsement.

Fiona is a Senior Resource Management Consultant in Incite’s Christchurch office. Fiona has 20 years of resource management and planning experience in both the private and public sectors in New Zealand. Fiona has provided ongoing support to a number of different councils throughout the South Island, particularly in processing resource consents. Fiona’s specialist area is the petroleum industry which provides its own challenges, particularly with the enactment of the NES for contaminated land in 2011.

Liz is a Senior Resource Management Consultant with over ten years of resource management and planning experience spanning both the public and private sectors. While specialising in policy development, Liz has a broad range of experience that also includes policy analysis, project management and consenting. Having worked on local, regional and national planning documents, she has a good understanding of the wider planning environment within which policy development sits. Liz also has experience in managing policy development projects, such as plan reviews, including mentoring others through these projects and providing peer reviews.
