Chris is a director of Incite based in Auckland and has over 25 years of professional experience in resource management and planning in New Zealand.  His experience covers a wide range of areas in planning practice with a particular emphasis on infrastructure. This includes extensive experience in project strategy advice, site selection studies, designations, resource consents, reviewing and preparing submissions on policy statements and plans, and acting as an expert planning witness.  As part of these work streams, Chris is regularly involved in putting together and managing teams of professionals from different disciplines.

Sunit is a Resource Management Consultant in Incite’s Auckland office. Sunit has graduated from the University of Auckland with a Bachelor of Planning (Honours) degree in 2013. He has worked on a range of projects including telecommunications, industrial activities and schools. He specialises in the preparation of resource consent applications, outline plans of works, site selection and feasibility studies, and environmental effects assessments.

Steph Taylor

Steph is a Resource Management Consultant in Incite’s Auckland office. Steph graduated from Otago University in 2016 with a Masters of Planning. She has worked on a range of projects which include the national high voltage electricity transmission network, telecommunications, industrial activities, schools and outdoor media. She specialises in the preparation of resource consent applications, outline plans of works, site selection and feasibility studies and submission preparation.

Lindsay Daysh

Lindsay has over 25 years’ experience in all aspects of resource management with a recent focus on strategic and RMA planning for the infrastructure sector. He is an experienced team leader and planning manager involved in multi-disciplinary projects and has a comprehensive knowledge of large consent processes throughout New Zealand. Lindsay has strong and wide ranging general planning experience in a variety of roles including policy preparation. As an independent commissioner Lindsay also has extensive experience on a range of applications, both large and small, where he has sat as either the sole hearings commissioner or as part of a panel.

Tom Andersontom-anderson

Tom is a Senior Resource Management Consultant in Incite’s Wellington office, having been a planning consultant in the lower North Island for over 10 years. He is experienced in the full spectrum of RMA matters, including district and regional consent applications, Council hearings, district and regional plan policy development, notices of requirement, feasibility/strategy studies and iwi/community consultation. Tom’s recent focus has been on the built environment, advising both infrastructure and private clients in regard to resource consent applications (both land use and subdivision) and plan change processes, where he achieved positive outcomes for both the client and the wider community. Tom is the current Chair of the Wellington Branch Committee of the New Zealand Planning Institute.

Hannah McCashin

Hannah is a Resource Management Consultant who has recently joined Incite’s Wellington Office. Hannah has nine years’ experience, having worked in both central and local government, as well as in the private sector. During this time she has been involved in a range of work including the assessment of planning applications in New Zealand and the United Kingdom, presentation of evidence at council hearings and the review of district and regional plans. Most recently she has been involved in the policy development, drafting and hearings for the Resource Legislation Amendment Bill 2015.

Susan is a Resource Management Consultant who has recently joined Incite’s Wellington Office. Susan has over five years’ experience, having predominantly worked in central government, as well as in the private sector. During this time she has been involved in a range of work including the development of large scale roading infrastructure projects, community consultation, state highway access management, and the assessment of planning applications for local council.

Gary is a director of Incite based in Nelson. He has over 30 years of professional experience in all aspects of resource management, with a particular emphasis on developing and managing large resource consent applications, private plan changes, and AEE’s for infrastructure networks, large format retail and supermarket developments, retirement villages, and in policy development. Gary managed the development of an innovative Port Noise policy project which culminated in a national best practice award for Incite from the New Zealand Planning Institute, in 2012. Gary is an experienced Hearings Commissioner with a Chairing Endorsement and is on the national panel of Development Contribution Commissioners. Gary is a past Board member of the New Zealand Planning Institute.

Matthew is the director of Incite’s Christchurch office and has over 20 years of experience in resource management and planning in New Zealand, specialising in policy development. Matthew has particular expertise in policy planning, especially in leading policy development projects for regional councils. His legal training assists with precise and concise plan and report drafting, with robust outcomes.  He has completed many long-term policy development projects in natural resource management, particularly nutrient management, water allocation, and water quality. Recent projects include leading the development of the Southland Water and Land Plan and the Hurunui District Plan, and reporting on Waikato’s Healthy Rivers Plan Change and the Canterbury Land and Water Regional Plan.  Matthew is also an experienced hearings commissioner, with chair endorsement.

Fiona is a Senior Resource Management Consultant in Incite’s Christchurch office. Fiona has over 20 years of resource management and planning experience in both the private and public sectors. Fiona has provided support to a number of different councils throughout the South Island, particularly in processing resource consents and also in resource consent and designation application preparation for large projects such as community centres. Fiona’s specialist area is the petroleum industry which provides its own challenges, including consenting requirements around contaminated land.  She has also worked on a range of consenting projects including radiocommunications, schools and residential/commercial developments.

Liz WhiteLiz White

Liz is a Senior Resource Management Consultant in Incite’s Christchurch office, with over twelve years of resource management and planning experience spanning both the public and private sectors. While specialising in policy development, Liz has a broad range of experience that also includes consenting, policy analysis, and project management. Having worked on local, regional and national planning documents, she has a good understanding of the wider planning environment within which policy development sits. Liz also has experience in managing policy development projects, such as plan reviews, including mentoring others through these projects and providing peer reviews. Recent projects include providing planning support to Regenerate Christchurch, reporting on the proposed Marlborough Environment Plan and reporting on and attending mediation for the Hurunui District Plan review.

Angela has more than 11 years of resource management and planning experience in both the private and public sectors in New Zealand. While specialising in regional policy and water management, Angela has a broad range of experience that also includes project management, community consultation and consenting for a wide range of infrastructure and irrigation projects. Recent projects include plan drafting and section 32 reporting for the Hurunui Waiau River Regional Plan, reporting on Plan Change 3 to the Canterbury Land and Water Regional Plan and the Southland Water and Land Plan.

Hannah Goslin

Hannah is a Resource Management Consultant in Incite’s Christchurch office with 4 years of resource management experience in both the private sector and local government. With a focus on regional policy and planning, Hannah’s planning experience includes several limited and publicly notified resource consent hearings, providing planning recommendations for hearing commissioners and involvement in court-assisted mediation. Hannah has also been involved in providing environmental impact and policy assessments for a wide range of discharge permits and land use consents, and has recently acted as a reporting officer for the proposed Marlborough Environment Plan in relation to soil quality and land disturbance.
